According to Asahi Shimbun, Taiwan plans to skip sovereignty issue in an attempt to negotiate agreement on fishing in disputed area of Senkaku/Diaoyutai islands. It has been argued on this blog (here and here) that this kind of deal would be natural for both countries and that Taiwanese public is mostly disinterested in sovereignty issue but they do care about fishing rights.
